Ambassador Li Chao published signed article on Estonian newspaper Aripäev

On the occasion of Chinese Lunar New Year and Estonian Centenary, the Chinese Ambassador to Estonia H.E. Mr. Li Chao published a signed article with title of "New Year New Start, Let's Set Sail Again for a New Journey"on the Estonian financial and business newspaper Aripäev in Estonian on 15 February 2018.

Today is "Chu Xi", the so called Chinese Lunar New Year's Eve. Like Christmas eve in Europe, it is the moment when Chinese people, both at home and around the world, have family reunion and celebrate the coming new year. And In a few days, Estonia will celebrate her 100th birthday. I'm so delighted to join my Chinese fellows and Estonian friends in this festival mood. The Chinese people always have had good feelings for Estonia. Estonia is a homonym for "fall in love with you" in Chinese language. Even though I arrived in Estonia just for a few weeks, I have already felt the beauty of this country and the kindness from her people. On the occasion of Chinese New Year, I wish all the best to Estonian people and happy birthday for Estonian Centenary.

Make your whole year's plans in spring, as Chinese proverb says. Spring is a season for everything to revive and come back to life. 2018 is a historic year for China - the Chinese people will celebrate the 40th anniversary of reform and opening-up. It is the first basic national policy of opening to the outside world since 1949 when the People's Republic was founded. It shaped dramatically China's development path and changed the lives of millions of ordinary people in China. It also made an indelible contribution to the development and prosperity of the world.

40 years ago, the total GDP of China accounted for only 5% of the world. The per capita GDP was just more than 150 dollars – second from the bottom in global ranking. Now, China has the world second largest GDP and the per capita GDP has increased to more than 8000 US dollars. China has become a middle-income country. From 2013 to 2017, more than 55 million Chinese people have been lifted out of poverty. It means that one people crossed the poverty line in every three seconds. According to World Bank data, China contributed 34% to the growth of global economy from 2012 to 2016, outpacing other major economies.

As the saying goes, "Gold can't be pure and man can't be perfect". The rule also applies to every country. There wasn't and won't be any perfect country in the world. After 40 years of experiment, our experience tells us that development is the key to solving all of China's problems. Reform and opening-up is the key to rise above various challenges. Last year, in his report on the 19th National Congress of the Communist Party of China, the General Secretary of the Party Xi Jinping listed a 14-point basic policy that underpins the endeavors to uphold and develop socialism with Chinese characteristics in the new era. One of them is to adhere to the people centered concept and deepen reforms comprehensively. Like Estonia, China has benefited from reform and opening up and is a staunch supporter to an open world. At present, China is working hard to build a new type of international relations featuring win-win cooperation and a community with shared future for mankind. China will open her doors wider to the world.

Estonia is an important partner of China in the Baltic region and in the EU. On the basis of mutual respect, equality and mutual benefit, the bilateral relations between China and Estonia have developed steadily in recent years. China's Belt and Road Initiative and the Cooperation between China and Central and Eastern European Countries (16+1 Cooperation) have brought new vitality to the bilateral cooperation between China and Estonia. Our two countries have had successful cooperation in trade, energy, agriculture, e-commerce, culture, education, tourism. Chinese and Estonian companies are working together closer than ever before. This year, the first China International Import Expo will be held in Shanghai. It is one of the measures to expand the scope of opening-up. I hope Estonia will take part in the Expo to look for business opportunities.

The friendship between peoples is the foundation of state-to-state relations. Our two peoples are eager to know more about each other. I am pleased that the number of people who are studying Chinese language is now 14 times larger than that of 7 years ago. China will provide 13 government scholarships to Estonia this year. In one day, Omniva will issue its postage stamp of "Chinese New Year-the Year of Dog". In two days, the 9th Happy Chinese New Year celebration will have its most excited part, with activities in larger scale and more diversified form than previous year. The celebration has become a must-see winter highlights in Estonia, and attracted more and more Chinese people who spend holidays overseas. This Spring Festival, it is estimated that the Chinese people will make about 6.5 million outbound visits. As far as I know, almost a hundred Chinese tourists visit Estonia in the past few days, which is almost the same level as in summer.

"A good start makes half of a success." In the Chinese New Year, let's set sail again for a new journey. I look forward to working with Estonian friends in different sectors to bring the friendly cooperation between China and Estonia to a new level in the new year, the year of dog.
