Speech by Ambassador Li Chao at the Spring Festival Reception 2020

Dear Chairman of Tallinn City Council Mr. Tiit Terik,

Dear guests, Fellow Compatriots, Ladies and Gentlemen,

Good evening! We are about to usher in the year of golden rat by the lunar calendar. It's a great pleasure to have you all here to celebrate the Spring Festival in Tallinn together. I wish you a lucky and happy new year and all the best!

2019 is a year of great significance for the Chinese people: we celebrated the 70th anniversary of the founding of the People's Republic of China. In the past 70 years, China has stood up, grown rich and is becoming strong. Numerous “made in China” are "eye-catching": Beijing Daxing International Airport is officially put into use, the world's largest single building terminal spread its wings like a Phoenix; Our lunar probe Chang'e-4, for the first time in human history, landed on the far side of the moon; we have successfully launched two beidou-3 global networking satellites, laying a solid foundation for the realization of global networking; China's first home-built polar scientific expedition Icebreaker "Xuelong 2" made its maiden voyage to Antarctica, opening a new page in China's scientific research in Antarctica; China Mobile, China Telecom and China Unicom officially released their 5G packages, kicking off commercialization of 5G services in China.

2019 is the year of China’s expansion of opening up: Unilateralism undermines the current international order and the acts of hegemony challenge the norms governing international relations. China always pursues an independent foreign policy of peace, advocates equality between big and small countries, stands for multilateralism, opposes the big bullying the small or the strong bullying the weak, opposes imposition on others and interference in the internal affairs of other countries. China's actions show that it has always advocated openness, inclusiveness, mutual benefit and win-win results. China’s door will only be open wider and wider.

2019 is also the year of steady development of China-Estonia relations: Last April, Prime Minister Mr. Ratas attended the China—Central and Eastern European Countries Summit for the third time in a row and held bilateral meetings with Chinese Premier Li Keqiang. The two leaders reached consensus on further strengthening the practical cooperation between China and Estonia. Chinese high-level delegations, including the China Customs, the Ministry of agriculture, the Ministry of culture and tourism and the Civil Aviation Administration, visited Estonia one after another, meanwhile the Estonian Minister of Rural Affairs and Deputy Secretary Generals of the economic affairs and communication visited China. These have further enriched our bilateral practical cooperation. According to the Estonian statistics, from January to August last year, the amount of Estonian agricultural products exported to China increased by 28% year on year. Our local cooperation is also very impressive. The Parnu “Chinese Week” was successfully held. While cooperating with Beijing and Chengdu, Tallinn has also been looking for the chance of establishing friendly relations with Xi'an. In order to enhance Estonian entrepreneurs' understanding of the Chinese market and policy so as to make the right synergy, our embassy held the “Doing Business in China ” Forum last September, which was well received.

2020 is bound to be a landmark year in Chinese history. This year, China will completely eliminate absolute poverty and build a moderately prosperous society in all respects. After achieving the first centenary goal, China will embark on a new journey of realizing the second centenary goal and fully developing into a great socialist country. This April, President Xi Jinping will host the China—Central and Eastern European Countries summit, which will greatly promote bilateral relations and practical cooperation between China and Central and Eastern European Countries. In May, China will hold the second United Nations Global Sustainable Transport Conference. China will actively forge a global connectivity partnership and lead the international cooperation of development. The third China International Import Expo will also be held as scheduled, where business society from across the globe will meet and be benefited. This would absolutely promote China’s new round of high-level opening up. This year is also the 75th anniversary of the founding of the United Nations. As always, China will maintain the core position of the United Nations in the international system, be committed to implement the 2030 Agenda for Sustainable Development and actively participate in international cooperation on climate change. China will also contribute to solving global problems such as the spread of terrorism. Since January 1, 2020, Estonia has become a non-permanent member of the UN Security Council, which provides China and Estonia a new platform to continue to maintain friendly and close cooperation.

Yesterday, the 11th "Happy Spring Festival" main event and temple fair were successfully held in the freedom square. "Happy Spring Festival" is well received and fond of by Tallinn citizens. It has become an important window for Estonians to understand China and an interactive platform for the cultural exchange between China and Estonia. I would like to take this opportunity to thank the Beijing and Tallinn municipal governments and all the cast members of the "Happy Spring Festival". Your efforts and persistence contribute to the high-quality cultural exchanges between China and Estonia, promoting the mutual understanding and friendship between the two peoples and the development of friendly relations between the two countries. I am convinced that with our joint efforts, “Happy Spring Festival” will be a continued success in the years to come.
