On February 15, the Chinese ambassador to Estonia H.E. Mr. Li Chao published a signed article entitled “China is Confident and Capable of Defeating the Novel Coronavirus Epidemic”on Estonian newspaper Õhtuleht to introduce the effective measures taken by the Chinese government and the positive results in the fight against the outbreak. The article quoted the appreciation of the Director General of WHO Dr. Tedros Adhanom Ghebreyesus on China’s strong and rigorous measures and stressed that China was determined, confident and capable of winning the fight against the epidemic.

Defeating the Novel Coronavirus Epidemic

The Spring Festival is the most important traditional festival for Chinese people to enjoy family reunion and visit friends or relatives. However, in late December last year, just one month before the spring festival, the novel coronavirus (2019-nCoV) epidemic suddenly broke out in Wuhan, the capital city of Hubei Province in central China. The maturity period of the highly contagious novel coronavirus can be as long as 14 days which bring great challenge to the prevention and control work. Since there were no specific treatments or vaccines against the viral infections at that time, Hubei Province took the very strict measures to control the movement of population from 10 am on January 23 this year, including the suspending transportation of city bus, subways, ferries, long-distance bus and temporarily closing airports, train stations, highways entries,etc. It effectively cut off the virus transmission path and prevented the infection to other parts of China and abroad. These measures have functioned sufficiently in preventing and controlling the nCoV epidemic. It is not an easy work to manage the movement of population in Wuhan, a city of over 10 million inhabitants. With the concrete measures taken by the Chinese state government and the fully support of Wuhan citizens, the daily life of the Wuhan people have not been much affected.

The Chinese government attaches great importance to the prevention and control of the coronavirus epidemic. A state central leading group on epidemic response has been set up. A comprehensive and multi-tiered prevention and control system has been put in place with the focus on Hubei Province. President Xi Jinping hosted a State government meeting on the Chinese new year day and deployed the strategy and enforcement for the prevention and control work. Daily report was requested compulsory. Premier Li Keqiang visited Wuhan to guide the implementation of prevention and control work on the third day of the Chinese new year. Medical workers from all over the country volunteered to go to the front-line to fight against the nCoV epidemic. In addition, people from all walks of life in China and many friendly countries actively support Wuhan through different kind of donations. Hubei,China, is not alone in fighting against the nCoV epidemic and Wuhan is not an isolated city.

Since the outbreak of the nCoV epidemic, prevention and control measures have always been the top priority of the Chinese government. Some most comprehensive and rigorous prevention and control measures have been taken, of which, many have been well beyond the standards of the International Health Regulations (2005). With the open, transparent and responsible manner, China has been providing timely updates of the nCoV epidemic and sharing the genome sequence of the coronavirus with the world. These efforts are fully recognized and highly commended by the WHO and many countries. China has the capability to concentrate its efforts on major issues and has gained valuable experience from the SARS case before. Therefore the enforcement measures were imposed in the first place of the nCoV epidemic such as virus tracing and technical guidance, vaccines R&D, nationwide virus cutoff measures, rush treatment support to patients, education popularization of nCoV prevention, holiday extension, delay of school start, etc. The Ministry of Foreign Affairs of PRC has set up a coordination mechanism specialized for foreign diplomats in China and foreign nationals epidemic prevention affairs. In response to the requests from some countries of evacuating their citizens, China will make corresponding arrangements in accordance with international practice and Chinese regulations on epidemic prevention and provide with assistance and convenience. Now we are racing against time and have made recognized achievements. Two new specialized hospitals, Huoshenshan Hospital of 34,000㎡ and 1,000 beds, Leishenshan Hospital of 75,000 ㎡ and 1,500 beds were built up within 10 days. It is another typical example of China speed and China responsibility.

China is determined, confident and capable of winning the fight against the epidemic. On January 31,2020, WHO declared the coronavirus outbreak a public health emergency of international concern. However the Director-General of WHO Dr Tedros Adhanom Ghebreyesus emphasized “The Chinese government is to be congratulated for the extraordinary measures it has taken to contain the outbreak...We would have seen many more cases outside China by now-and probably deaths-if it were not for the government’s efforts, and the progress they have made to protect their own people and the people of the world”, “China’s commitment to transparency and to supporting other countries(is also very impressive). In many ways, China is actually setting a new standard for outbreak response”, Dr Tedros pointed out that the declaration was not a vote of no confidence in China. On the contrary, WHO continued to have confidence in China’s capacity to control the outbreak. “Our greatest concern is the potential for the virus to spread to countries with weaker health systems, and which are ill-prepared to deal with it”. He also stressed that it would be unnecessary to introduce measures to restrict the movement of international personnel, and doesn't recommend – and actually opposes curbs on travel or trade with China. “The WHO does not support or even oppose travel or trade restrictions on China”.

The Chinese government always puts people's life safety and health first, including the health and safety of foreign nationals in China. China protects the legitimate rights and interests of foreign citizens in accordance with law. The nCoV epidemic is completely preventable, controllable and curable. There is no need to overreact or be panic. Sometimes panic is more terrifying than the outbreak. Now, all the Chinese people bear in mind the spirit of “Trouble on one side, support from all sides”. We comfort, encourage and help each other. We firmly believe that the nCoV epidemic will soon be over. Let’s fight together for a better future!
